Building Control Northern Ireland (the 11 district councils)
NORTHERN IRELAND. The Northern Ireland Building Regulations are made by the Department of Finance and administered by the 11 DISTRICT COUNCILS, so there is no private sector alternative: Northern Ireland has no approved inspectors and no registered building control approvers, and the England route of appointing a private building control body simply does not exist. The page lists the Building Regulations (Northern Ireland) 2012 with the amending regulations of 2014, 2016 and 2022, and links the current and historical Technical Booklets plus the contraventions and appeals route. The regulations are intended to secure the safety, health, welfare and convenience of people in and around buildings and to further the conservation of fuel and energy. The site names all 11 councils including Belfast City, Derry City and Strabane, Lisburn and Castlereagh, Newry Mourne and Down, Mid Ulster and Fermanagh and Omagh.

Northern Ireland's floor build-up rules, October 2012, guidance to Part C of the Building Regulations (Northern Ireland) 2012. Paragraph 5.4 gives a ground supported floor as: a well compacted hardcore bed not greater than 600 mm deep, because a deeper bed risks excessive settlement and cracking and a suspended slab is then advised, of clean broken brick or similar inert material free of water soluble sulfates (BRE Digest 276); concrete at least 100 mm thick to mix ST2 in BS 8500-1, or ST4 where there is embedded reinforcement; and a DPM above or below the concrete or insulation, continuous with the wall damp proof courses. Where sulfates could contaminate the hardcore the membrane goes at the base of the slab (BRE Special Digest SD 1). Paragraph 5.5 fixes the membrane below the concrete as polyethylene sheet at least 300 micrometres thick, that is 1200 gauge, with sealed joints on a bed that will not damage it; paragraph 5.6 allows the same sheet above the slab without bedding, or three coats of cold applied bitumen solution, protected by a screed or floor finish. A DPM on the warm side of the insulation also acts as a vapour control layer. Radon: no protection below 1 per cent probability, Zone 1 measures (radon membrane) at 1 to 10 per cent, Zone 2 measures (membrane plus subfloor depressurisation such as a sump and stub duct) above 10 per cent.

Northern Ireland's insulation numbers, October 2012 guidance to Part F1. Table 2.2 sets limiting U-values in W per square metre kelvin for a new dwelling as an area-weighted average with a maximum at any point: wall 0.30 average and 0.70 maximum, floor 0.25 and 0.70, roof 0.20 and 0.35, party wall 0.20 and 0.70, windows, roof windows, glazed rooflights, curtain walling and pedestrian doors 2.00 and 3.30, with 3.50 for new thermal elements. Table 3.2 sets the U-values for new thermal elements, which is what applies when an existing floor or roof is replaced or newly constructed during a renovation: wall 0.28, pitched roof with insulation at ceiling level 0.16, pitched roof with insulation at rafter level 0.18, flat roof or roof with integral insulation 0.18, floor 0.22, swimming pool basin walls and floor 0.25. Window U-values may be taken as the smaller of the two standard windows in BS EN 14351-1, the standard configuration in BR 443, or the actual unit size and configuration. Consequential improvement duties apply above 1000 square metres total useful floor area, and the 25 per cent of total useful floor area test defines a material change.

The impact sound numbers that decide what a flat's floor build-up has to be before any floorcovering is chosen. Table 1a sets the performance standards for separating floors and stairs with a separating function in Northern Ireland: for new dwellings, airborne insulation of at least 45 dB DnT,w + Ctr for both walls and floors, and impact sound of no more than 62 dB L'nT,w for floors and stairs; for dwellings formed by a material change of use, at least 43 dB DnT,w + Ctr and no more than 64 dB L'nT,w. Table 1b sets separate values for rooms for residential purposes. Paragraph 1.11 contains the trap most refurbishments fall into: impact sound insulation tests must be carried out without a soft floor finish such as carpet or foam backed vinyl, so a floor that only passes with the carpet down does not pass. The definitions section defines a floating floor as a floating layer resting on a resilient layer, defines the resilient layer as the thing that isolates the floating layer from the base floor, and defines Delta Lw as the measured improvement in impact sound insulation gained by installing a floor covering or floating floor on a test floor.

The official answers to the questions Part E raises on a flat conversion or a floor upgrade, March 2016, ISBN 978-1-4098-4806-6. It confirms that pre-completion sound testing is required except where robust details have been used, and that organisations carrying out the testing should preferably hold UKAS accreditation or a European equivalent, or be members of the Association of Noise Consultants registration scheme; when testing was introduced in 2003 there were too few such bodies, but there are now over 50 UKAS/ANC test organisations, and clients should be told early that they must employ one. It draws attention to paragraph 1.8 of Approved Document E, which advises that sound insulation testing should not be carried out between certain spaces because results may be unreliable, and notes reduced accuracy when measurements are made in small rooms, while confirming that separating walls and floors subject to requirement E1 must always meet the standard whether or not they will be tested. It also covers noise from neighbours, care homes, houses in multiple occupation and reverberation in common internal parts.

The HSE task sheet for the single most common asbestos encounter in a domestic floor: the old thermoplastic or vinyl tile and the black bitumen mastic under it. It states that floor tiles containing asbestos may also have an asbestos-paper backing or be fixed with asbestos-containing mastic, and that removal of floor tiles with an asbestos-paper backing is notifiable non-licensed work (NNLW), which brings a duty to notify the enforcing authority, keep health records and arrange medical examinations. Its first instruction is to consider avoiding removal altogether by overlaying with non-asbestos material, warning the building owner that asbestos material has been covered so it can be managed. Its blunt caution is never sand the floor. Method: restrict access, close doors, tape and notices, adequate lighting; lift tiles whole with a scraper placed in the joint, tapping with a hammer for firmly fixed tiles and using a shovel over large areas to avoid kneeling and breakage; damp down with a garden-type sprayer of wetting agent; clean up with a Class H vacuum to BS 8520 and damp rags, not a domestic vacuum. PPE is disposable hooded overalls, boots without laces and RPE, with companion sheets em4 to em9 for vacuuming, wetting, decontamination and disposal.

The page that explains why an R rating on a tile datasheet is not the reassurance retailers imply. HSE answers the question how do I check whether my floor is slip resistant by pointing first to the manufacturer's technical data sheet, then warning that a floor labelled R9 should be treated with caution because it indicates slipperiness when wet: the R scale comes from the German shod ramp test, which uses an oil-covered ramp and a walker in boots, and the lowest classes tell you little about a wet barefoot bathroom or a contaminated kitchen floor. HSE's own definitive measurement is the pendulum test to BS 7976, available through specialist testing services. It explains surface roughness as the fine texture of the flooring, with the analogy that sandpaper would stop you slipping in the wet whereas the smooth surface of paper would be slippery, and notes that roughness readings feed HSE's Slips Assessment Tool. It also warns that safety floors, being rougher, hold more cleaning solution and leave residue as it evaporates unless a dry mop or wet vacuum is used, and that metal profiling wears round and loses grip.
